WASH Officer – Inline Chlorination Project: Empowering Clean Water Access in Ethiopia
Introduction to the Role of WASH Officers
At Population Services International (PSI) Ethiopia, we are committed to revolutionizing community health through innovative WASH solutions. As part of our proposal-based recruitment drive for the Inline Chlorination (ILC) Project, we are seeking dedicated WASH Officers to lead the implementation of chlorination systems in Kombolcha, Baddanno (Oromia) and Kombolcha, Guguftu (Amhara) towns. This initiative directly supports universal access to safe drinking water and aligns with Ethiopia’s health sector transformation agenda.
Why Inline Chlorination Matters
Inline chlorination is a proven, cost-effective solution to enhance the microbiological safety of drinking water at communal sources. By introducing chlorine at water collection or distribution points, the system eliminates harmful pathogens, preventing waterborne diseases such as cholera, typhoid, and dysentery. Our mission is to scale this innovation where it’s most needed—semi-urban and rural settings.
Key Responsibilities of a WASH Officer
1. Planning and System Installation
Our WASH Officers work hand-in-hand with local Water Utility Authorities (WUAs) and woreda water offices to:
- Assess suitable water points for chlorination.
- Oversee the design and setup of inline chlorination systems.
- Ensure that the installations comply with safety and operational standards.
- Calibrate dosing devices to maintain effective chlorine residual levels.
2. Technical Monitoring and Water Quality Control
- Regularly monitor free chlorine residuals (FCR) at all chlorination points.
- Troubleshoot technical challenges related to flow rates, dosing irregularities, or hardware failures.
- Maintain data logs and operational checklists for every system under their supervision.
3. Hygiene Promotion and Social Behavior Change (SBC)
- Lead community education sessions on the benefits of treated water, proper storage, and hygiene practices.
- Work with the SBCC Coordinator to design engaging, culturally relevant communication strategies.
- Distribute Information, Education, and Communication (IEC) materials to households and schools.
4. Community Mobilization and Capacity Building
- Facilitate community meetings, focus group discussions, and training for health extension workers.
- Organize workshops for WASH Committees (WASHCOs) and local NGOs.
- Promote gender-inclusive engagement, ensuring women and youth play a vital role in decision-making.
5. Data Collection and Reporting
- Collaborate with the Monitoring and Evaluation (M&E) Coordinator to track project milestones.
- Analyze performance metrics to optimize intervention strategies.
- Submit periodic reports summarizing challenges, achievements, and field-level lessons learned.
Essential Qualifications for the Position
We seek passionate individuals with the following background:
- Master’s degree in WASH Engineering, Environmental Science, or Public Health with at least 2 years of relevant field experience.
- Alternatively, a Bachelor’s degree with 4+ years of experience in similar roles.
- Strong grasp of inline chlorination technologies and water safety principles.
- Demonstrated experience in social and behaviour change communication (SBCC) and community outreach.
- Excellent interpersonal skills to liaise with government officials, NGOs, and local stakeholders.
- Fluency in English, Amharic, and preferably the local language of the assigned woreda.
Location and Deployment
Selected candidates will be assigned to one of the following regions:
- Kombolcha and Baddanno towns (Oromia Region)
- Kombolcha and Guguftu towns (Amhara Region)
Field-based work will require extensive travel, often to remote and underserved areas. We prioritize candidates with experience in low-resource and rural environments.
Contract and Compensation
This is a proposal-based recruitment. Contract duration will be indefinite, contingent upon performance and funding availability. PSI Ethiopia offers a competitive salary package, aligned with internal grading systems and inclusive of health and social benefits.
