Request for Proposals (RFP): Comprehensive Website Services for NCO

The National Charitable Organization (NCO) invites eligible and qualified professionals and agencies to submit proposals for website design, update, or complete replacement. The selected service provider will work closely with our internal team to revamp our digital presence, ensuring full accessibility, optimal responsiveness, and user-friendly navigation while integrating robust CMS functionalities.

This opportunity is based in Addis Ababa, and only applicants with valid and renewed business licenses for the current year will be considered.


Objective of the Website Revamp Project

NCO seeks a modern, functional, and scalable website that fulfills the following core purposes:

  • Showcase our mission and vision to a broader audience.

  • Display ongoing and completed projects, highlighting the impact and results.

  • Publish research papers, toolkits, and advocacy materials relevant to our focus areas.

  • Advertise job vacancies, news, press releases, and upcoming events.

  • Ensure universal accessibility, including for persons with disabilities.

  • Offer seamless functionality across all device types—desktop, tablet, and mobile.


Scope of Work and Deliverables

1. Website Assessment and Viability Analysis

  • Conduct a full audit of the existing website, identifying any technical, design, or user experience limitations.

  • If the existing platform is not viable, submit a proposal for a full rebuild.

  • Provide a strategic plan that aligns with current UI/UX trends, security best practices, and SEO standards.

2. Website Design or Redesign

  • Create a custom-designed website that is visually appealing, intuitive, and branded according to NCO’s identity.

  • Develop the site using trusted CMS platforms such as WordPress or Drupal, ensuring easy content updates and high scalability.

  • Optimize all pages for mobile-first responsiveness, fast loading speeds, and WCAG 2.1 accessibility compliance.

3. Key Feature Integration

The revamped website must include the following:

  • News and Updates Section
    A dynamic module to publish regular organizational news, updates, and press releases.

  • Publications and Resource Repository
    A categorized, searchable digital library for research papers, manuals, advocacy toolkits, and policy briefs.

  • Job Vacancies and Opportunity Postings
    A professional-grade listing section with filterable job opportunities, including submission forms.

  • Contact and Donation Pages
    Secure and user-friendly pages for visitor inquiries and online donations with integration to third-party payment gateways.

  • Content Management System (CMS)
    User-friendly backend allowing non-technical staff to manage and publish content with ease.

4. Training and Capacity Building

  • Conduct two 4-day training sessions per year to build internal capacity among NCO staff.

  • Training should cover CMS usage, content publishing, page editing, and basic troubleshooting.

5. Maintenance and Support

  • Provide quarterly technical support and maintenance for one year post-launch.

  • Maintenance includes bug fixes, plugin/module updates, security patches, and performance optimization.


Eligibility and Required Experience

Applicants must meet the following minimum criteria:

  • At least 1 year of proven experience in website design, CMS development, and technical maintenance.

  • Extensive experience in working with WordPress, Drupal, or equivalent CMS platforms.

  • Demonstrated ability to create accessible and responsive websites that meet organizational needs.

  • Must possess a valid business license renewed for the current year.


Quantity Required

  • One full-service vendor or agency will be selected.


Deadline for Proposal Submission

  • Final submission deadline: June 24, 2025

Proposals submitted after this date will not be considered.
