As part of its long-term strategy, IRC is actively seeking a Senior Livelihood Project Officer to oversee its Humanitarian-Development-Peace (HDP) Nexus Project in the East Hararghe Zone, Oromia Region, specifically in Kersa and Fedis Woredas. The Senior Livelihood Project Officer will lead the implementation of a multi-year HDP project, aimed at bolstering climate resilience, improving food security, and diversifying livelihoods for vulnerable populations. This role requires both strategic planning and hands-on execution, with a strong focus on local community engagement and capacity building.


Key Focus Areas

🔹 Climate-Smart Agriculture (CSA) and Nutrition-Sensitive Agriculture (NSA)

We are committed to improving agricultural productivity in a sustainable way. The officer will:

  • Train local communities on CSA and NSA practices tailored to the agro-ecological context.
  • Facilitate access to climate-resilient seeds, farming tools, and irrigation technologies.
  • Encourage the cultivation of diverse and nutritious crops, reducing malnutrition and increasing food sovereignty.

🔹 Disaster Risk Reduction (DRR) and Environmental Rehabilitation

Resilience building is at the core of our work. The candidate will:

  • Conduct community-based DRR assessments to identify vulnerabilities.
  • Guide and monitor soil, land, and water rehabilitation projects.
  • Empower communities with early warning systems and climate information services.

🔹 Livelihood Diversification and Entrepreneurship

The IRC fosters innovative income-generating activities to reduce economic dependency. The project officer will:

  • Implement programs like “Learn to Earn” and Village Savings and Loan Associations (VSLAs).
  • Support women and youth to launch micro-enterprises and improve market linkages.
  • Provide training on business planning, value addition, and digital financial literacy.

Responsibilities in Detail

✔ Project Implementation & Technical Guidance

  • Lead baseline, market, and conflict sensitivity assessments.
  • Provide technical support and mentorship to project field staff.
  • Develop customized training manuals and organize practical sessions.

✔ Monitoring, Evaluation, Accountability, and Learning (MEAL)

  • Work with MEAL teams to design and conduct baseline and endline surveys.
  • Compile weekly, monthly, and quarterly reports aligned with IRC and donor standards.
  • Document lessons learned, success stories, and adaptive learning insights.

✔ Budget Oversight and Financial Compliance

  • Contribute to annual budgeting and procurement planning.
  • Track expenditures, ensuring value for money and compliance with donor regulations.
  • Prepare financial forecasts and support timely fund disbursements.

✔ Capacity Building and Stakeholder Engagement

  • Supervise and coach woreda-based technical officers.
  • Organize capacity-building workshops for government officialsNGOs, and CBOs.
  • Represent IRC in zonal and woreda coordination platforms, fostering partnerships.

Minimum Qualifications and Skills

Educational Requirements

  • BA/BSc degree with minimum 2 years experience OR
  • MA/MSc degree with 1 year experience in:

  • Agriculture
  • Rural Development
  • Disaster Risk Management
  • Food Security
  • Or other related fields

Technical and Soft Skills

  • Demonstrated project management skills in rural and humanitarian settings
  • In-depth knowledge of livelihoods, CSA, NSA, and DRR techniques
  • Strong experience in donor reportingproposal writing, and budgeting
  • Excellent communication in English, both oral and written; local language fluency is an asset
  • Proficiency in MS Word, Excel, and PowerPoint
  • Proven ability to work in multi-cultural and remote environments
