💼 Role Overview: Project Development Manager

As the Project Development Manager (PDM) in Ethiopia, you will play a pivotal role in shaping ACTED’s strategic direction, fundraising efforts, and external engagement.

You’ll be responsible for leading proposal development, donor relations, grant management, and internal coordination — all while ensuring alignment with ACTED’s global and regional strategies.


🎯 Key Responsibilities

1. Strategic Positioning & Fundraising

  • Conduct regular context and stakeholder analysis
  • Alert leadership about emerging needs and gaps
  • Contribute to country strategy development
  • Identify new donors and funding opportunities

2. Proposal Development

  • Lead the drafting of high-quality proposals and concept notes
  • Collaborate with technical teams to ensure program relevance
  • Incorporate learning from past projects
  • Coordinate with finance and logistics for budget and procurement compliance

3. Donor Relations & Contract Management

  • Serve as the main point of contact for donors
  • Manage donor communication and field visits
  • Support contract negotiations and review contractual obligations
  • Maintain an updated directory of stakeholders and partners

4. Grant Management & Reporting

  • Ensure timely submission of narrative and financial reports
  • Work closely with M&E teams to integrate data into reports
  • Update reporting follow-up documents monthly
  • Address donor feedback promptly and professionally

5. Team Leadership & Internal Coordination

  • Supervise a team of Project Development Officers
  • Conduct performance appraisals and provide mentorship
  • Facilitate coordination meetings (e.g., WAM, MCM)
  • Implement training programs to build capacity

6. External Communication & Visibility

  • Provide content updates for ACTED’s global communication channels
  • Organize media visits and photo/video missions
  • Draft advocacy papers and position statements
  • Maintain visibility tools and fact sheets

Educational Background:

  • A Master’s degree or equivalent in:
    • International Development
    • Humanitarian Relief

Professional Experience:

  • 4–7 years of experience in program development , preferably within a nonprofit or humanitarian organization

Required Skills:

  • Excellent proposal writing and reporting abilities
  • Strong leadership and communication skills
  • Deep understanding of project cycle management
  • Proficiency in English (written and spoken)
  • Basic knowledge of French (preferred but not mandatory)
  • Familiarity with donor regulations and grant management systems
